1. The U.S. Securities and Exchange Commission (SEC) will review its decision to reject nine bitcoin-related ETFs. The announcement of the review came Thursday, a day after the agency issued three statements rejecting the proposed ETFs. The SEC's four commissioners will review those decisions, which staff said were based on potential fraud and price manipulation in the bitcoin marketplace. -REUTERS

2. A gambler won $3 million in ether playing Fomo3D, an ethereum-based gambling game. The game's developers, though, said the winning player was not lucky. Instead, he or she used their digital cash to rig the game for themselves. The game involves purchasing keys to manipulate a time clock, but as a developer put it, the winning player "absolutely out f**king skilled" everyone else playing, including automated bots. -VICE

3. Coinbase announced its intent to "create an open financial system for the world." To pursue this mission, Coinbase has set up a number of core principles to guide the company's business toward this vision. These principles emphasize operating a fair and orderly market, enhancing security to protect its customers, and enforcing transparency. -BITCOINIST

4. Rep. Tulsi Gabbard (D-Hawaii) reported holdings of both ethereum and litecoin. In doing so, Gabbard became the second member of Congress to disclose cryptocurrency holdings. She reported purchasing between $1,000 and $15,000 of both ETH and LTC in a financial disclosure report filed with the clerk of the legislative body. Rep. Robert Goodlatte (R-Virginia) was the first member of Congress to disclose cryptocurrency holdings. -CCN

5. Dash has recently seen increased adoption in Venezuela. The coin, ranked 14th by market capitalization, has seen an increase in wallet downloads and merchant signups as Venezuela continues through an economic crisis. Bitcoin has already seen increased use throughout the country. Residents have turned to cryptocurrencies to protect their assets as the country's currency, the bolivar, has suffered from hyperinflation. -BITCOINIST

6. Mt. Gox's creditors can now being submitting claims in a newly-approved rehabilitation process. An online claim filing system is now running for creditors, whether or not they filed proofs for claims in previous bankruptcy proceeding. Creditors have until October 22 to file proofs. This process provides a way for Mt. Gox customers to receive the funds that were lost when Mt. Gox closed following a cyber breach in 2014. -COINDESK

7. The Wall Street Journal looks at bitcoin cash. The story explains how developers see it as a better bitcoin, but the coin continues to drop in price. –THE WALL STREET JOURNAL

8. Germany wants an independent financial system free from the United States. This could mean big things for bitcoin, several experts said. -CCN

9. A writer believes bitcoin needs a clear narrative before an ETF is approved. The SEC must be convinced that bitcoin is safe for investors, free of fraud and price manipulation. -COINDESK
