Alibaba headquarters China's $35b Alipay operator, Ant Group, launches a platform for blockchain-based, cross-border trade. Ant Group (formerly Ant Financial) owns Alipay. Ant Group is an affiliate of China's $5 trillion e-commerce giant Alibaba ( 9988.HK). - Ant Group's cross-border platform for blockchain payments will be called "Trusple."
- Guofei Jiang, President of Advanced Technology Business Group, claims that Trusple will solve problems for financial institutions associated with cross-border trading through the use of smart contracts between sellers and buyers.

SEC clarifies the role of alternative trading systems to facilitate digital asset securities trading in a rare "no-action letter." - On Sept. 25, SEC Deputy Director Elizabeth H. Baird signed a no-action letter in response to a request by the Vice President of Risk Oversight & Operational Regulation of the U.S. Financial Industry Regulatory Authority (FINRA).
- Baird clarified the role of alternative trading systems (ATS) in the settlements of digital asset security trades.
- The letter includes a three-step approach to handling trades ATSs. Baird also discusses a four-step process of how ATSs may facilitate trades. The digital securities discussed in the letter refer to securities held on and exchanged via a distributed ledger system.
- Brian Brooks, the acting Comptroller of the U.S. Office of the Currency supported the no-action letter on Twitter, saying that it would encourage crypto security tokens to trade on registered exchanges.
